When you change the delay time of a delayed sound while it is playing, it causes the sound to either speed up or slow down to adjust to the new timing. This change in speed can either result in pitch shifting or time stretching, depending on the algorithm employed.

Many plug-ins have the ability to change the behavior accordingly. By combining different delay times with high feedback amounts and modulating the delay time while the sound is playing, you can create some very interesting effects. Experiment to your heart's content!
